The units don't always match up when using the Measure tool.
In this example, the unit is set to millimetre in the properties.
When you use the Measure tool, it is displayed in meters.
This problem is caused by the Measure tool's settings.
To fix it, click on Units/Precision and keep the Measure tool active.
Make sure that ”Use document settings” is selected.
